Initiative to Save Head Start Announced

INITIATIVE TO SAVE HEAD START ANNOUNCED

On Wednesday, April 16, the National Head Start Association announced its opposition to the Bush Administration's plan for Head Start and the launching of an activist web site for those who want to join in the effort to save Head Start. The administration's Fiscal Year 2004 budget gives states the opportunity to "opt in" under a defacto block grant program, diverting money now used for Head Start programs into new or existing early childhood programs run by state governments. In its response, NHSA argues that...

"Whether intended to do so or not, the proposal would dismantle within five years Head Start's proven success story and put in its place a hodgepodge of inconsistent and untested state government programs that either will serve fewer children than Head Start does now or will provide less comprehensive services to those children who are served, diverting funds to state administrative costs rather than serving at-risk children, reducing overall standards of quality, and providing no role for the 1.3 million Head Start volunteers, of whom nearly 900,000 are former or current Head Start or Early Head Start parents."
